WHAT IS A SPECIAL CATEGORY STATESA special category status is actually granted by the Centre to assist the development of a state that faces geographical or socio economic disadvantages. The special category status was introduced in 1969 on the recommendation of the 5th finance commission.

STATES THAT ARE UNDER THIS CATEGORYIn 1969 3 states named Jammu and Kashmir Assam and Nagaland the special category state status. After that 8 more States including Arunachal Pradesh Manipur Meghalaya Mizoram Sikkim Tripura Himachal Pradesh Uttarakhand this status was given by the east while National level council.
WHAT ARE THE BENEFITS?
- The special category states used to receive grants based on the Gadgil Mukherjee formula which provided nearly 30% of the central assistance for the states to these special category states.
- After the evolution of the planning commission and the recommendation of the 14th and 15 finance commission this assistance to States has been subsumed in an increase of funds to 41% from 32%percent.
- The centre state funding of Central sponsored schemes is divided in the ratio of 90:10, far more favorable than 60:40 or 80:20 splits for general category states.
THE PROPOSED BHARATIYA SAKSHYA BILL BARS THE COURT FROM ENQUIRING INTO ANY PRIVILEGED COMMUNICATION BETWEEN MINISTERS AND PRESIDENT OF INDIAThe proposed Bhartiya sakshya Bill which replaces the Indian evidence act 1872 bars the quote from enquiry communication between ministers and the president of India.
