35a was issued by presidential order in 1954 under the article 370 in the Indian constitution.
Article 370 of the constitution grants some special status to Jammu and Kashmir.
Article 35A provides special rights and privileges to the permanent residence of Jammu and Kashmir States.
The outsiders are not allowed to buy or own immovable property there within the state.
Permanent residents also enjoy some rights with regards to public employment acquisition of settlement and government scholarships.

Article 35A indicates the uniqueness of Jammu and Kashmir even though some states of Himachal Pradesh and Uttarakhand have some laws to protect the privileges of their residents

Some said that article 35a will hamper the unity oneness of India.
Forbidding citizens from other states from getting employment or buying property within Jammu and Kashmir is actually a violation of the fundamental rights of the citizens stated in the constitution under article 14, 19 and 21.
